Starting with Windows 10 Creator Update, the Open command window here context menu item is removed by default and replaced with the Open PowerShell window here option. To restore it, follow these steps.
You can add "Open command prompt window here" to the context menu by editing the cmd registry key. Here's a step-by-step guide:
Step 1: Open the Run dialog box using the Win + R keys.
Type regedit, and click OK to open the Registry Editor.
Step 2: Navigate to the following registry key:
HKEY_CLASSES_ROOT\Directory\shell\cmd
Step 3: Take ownership of this key to modify its permissions.
Step 4: Rename the DWORD value HideBasedOnVelocityId to ShowBasedOnVelocityId.
Step 5: Close the Registry Editor. This change takes effect immediately.
The "Open command window here" context menu will be available when you press Shift + Right-click on a folder or drive, and on the background of a folder, drive, library, or desktop.
